How would I use Vendor in sorting?

To feature a brand across a collection with a positive weight, demote a brand with a negative weight, or build a managed collection of one vendor's products ranked by a recipe.

Can I stop one brand from dominating a collection?

Use Vendor with a small negative weight for the dominant brand in the collection's recipe. On recommendation rows, the per-brand cap in the placement's display settings does the same job.
